This town of about 8,900 people is taking a pioneering approach to keep farmers farming.

Transfer of development rights - which has been used to preserve the character of New York City neighborhoods - might also help Kinderhook shape a future that combines residential growth and agricultural prosperity.

Under the transfer of rights, a farmer sells development rights to his land, but keeps and continues to farm the property. The developer who buys the rights can then apply them to another site in town that he intends to build on. The town permits more dense development on that second site than zoning usually permits and the farmland is taxed at its agricultural value, rather than its …
