Vic: One dollar inheritance for two ex wives: millionaire
An eccentric Melbourne millionaire who died in bizarre circumstances last year has

But his ex-wives DEBORAH JANE SHELLARD and ELIZABETH ANNE SHELLARD were each bequeathed

FED:No funds for foetal alcohol research
CANBERRA, April 14 AAP - The future of research into foetal alcohol syndrome in the
isolated West Australian community of Fitzroy Valley is at risk.
Just nine months ago the federal government committed $1 million to research the impact
of the syndrome which often leaves newborn children with severe mental handicaps.
Now, as researchers move into the second phase of the study, there is no money.
"Funding for the next stage of the Foetal Alcohol Spectrum Research project is yet
to be secured but I am hopeful that this will be achieved through negotiation with the
Australian and Western Australian governments," co-ordinator general for remote indigenous
services Brian Gleason said in a report.
When federal Indigenous Health Minister Warren Snowdon announced the initial funding
in July 2010, he described it as part of government efforts to reduce violence in indigenous
communities.
"A key aim of this agenda is to tackle alcohol abuse - the primary risk factor in indigenous
family violence - by working with communities to stem the supply of alcohol where it leads
to high levels of alcohol abuse," Mr Snowdon said at the time.
The lack of funding for the research comes at the same time as doctors and researchers
protest reports the May 10 budget will cut medical research funding by $400 million over
the coming three years.
Comment was sought from Mr Snowdon and Indigenous Affairs Minister Jenny Macklin.

NSW:Beached whale rescuers wait for high tide
Rescue workers are hopeful a whale found beached on the New South Wales' south coast
today will survive.
The 12-meter Bryde's whale was discovered on Seven Mile Beach near Shoalhaven Heads
.. just before midday.
Whale rescue organisation ORRCA and National Park rangers are assisting the animal
by keeping it moist and shaded.
ORRCA volunteer SHONA LORIGAN says crews will remain with the whale throughout the
night and are hoping with the high tide at 1.30 tomorrow morning it will be able to make
its own way out to sea.
Another Bryde's whale recently became stranded at Iluka on the state's north coast
.. but it died within a few hours of being found.

A year before Labor's factional warlords plotted KEVIN RUDD's downfall .. his daughter
plotted a similar political coup .. in her first novel.
JESSICA RUDD's debut novel Campaign Ruby features a prime minister who's rolled by
his female treasurer.
The main character is Ruby .. a policy adviser to the federal leader of the opposition
before the treasurer's coup and the announcement of an early election.
Ms RUDD says she could never have imagined the dramatic parallels of her book and her
father's political fate.
She admits asking her publisher for a sealed section version of the book for her Dad

Vic: Victorian ski fields casuals underpaid by $22,000
MELBOURNE, April 17 AAP - Victorian ski resorts will fork out $22,000 to almost 40
casual employees who were underpaid during last year's snow season.
The state's Workplace Ombudsman launched an investigation into snowfields employers
after it received complaints from casual workers during the 2007 ski season.
Workplace Ombudsman Victorian Director Rhonda Murray said the complaints included failure
to pay minimum rates, unlawful deductions from wages and termination issues.
The ombudsman's office also sent out information to employers at Mount Buller, Falls
Creek, Mount Hotham, Dinner Plains and Mount Baw Baw as part of the campaign.
Workplace inspectors from Bendigo and Traralgon offices then randomly audited 45 hospitality
and service industries at the Victorian snowfields between June and September last year.
Ms Murray said inspectors found 38 casual workers had been underpaid a total of $22,000,
which was being paid voluntarily by the businesses involved.
"Given that the snowfields attract many young, unskilled and inexperienced workers
who could be vulnerable to exploitation, it was felt that a targeted education and compliance
campaign was warranted," she said.
Ms Murray said random spot audits would be undertaken again this year during the snow season.

Fed: Govt defends record on childhood services
Eds: reissuing to remove hold in takekey
CANBERRA, Dec 12 AAP - The federal government is defending its record on improving
childhood education and services, saying it is investing hundreds of millions of dollars.
Australia ranks near the bottom of a list of OECD countries for childcare services,
a new report finds.
Australia met just two of 10 benchmarks - accreditation for early learning staff and
provision of subsidised childcare services for at least 25 per cent of children under
three - set by UNICEF.
Federal Education Minister Julia Gillard said the deficiencies would not be fixed overnight.
"You can't overcome more than a decade of neglect in a single day or in a single year,"
she told ABC Radio.
The government had invested more than half a billion dollars in universal pre-school
education and more than $100 million in new workforce development to help train early
learning teachers.
UNICEF says countries, such as Australia, should be spending at least one per cent
of their gross domestic product on childhood services.
Australia was spending less than half a per cent by failing to have a paid parental
leave scheme, insufficient staff training and inadequate staff to children ratios.
Ms Gillard said the report was rightly critical of Australia's record, but she blamed
the problems on the previous Howard government.
Sweden ranked number one in the world for childcare with ticks in every box. It was
followed by Iceland. Denmark, Finland, France and Norway.
Australia ranked 22 of 24, ahead of Canada and Ireland but behind the US, UK and Mexico.
The report, titled The Child Care Transition, says poor quality care had the potential
for both immediate and long-term harm to children.
It warned that some nations provided childcare in an ad-hoc way with minimal assurances
of quality.

WA: Brothers jailed for sex offences against young girls
By Nicolas Perpitch
PERTH, Feb 14 AAP - Two brothers have been jailed for multiple sexual assaults against
young girls in a remote community in Western Australia's Kimberley region.
Matthew Charles Waina, 42, and his brother Bruno Waina, 34, had pleaded guilty to the
charges and were sentenced in the West Australian District Court today.
Matthew Waina was charged with four counts of indecently dealing with a child and seven
counts of sexually penetrating a child.
The Perth Magistrates Court was told in July last year he had lured two girls aged
11 and 14 to his bedroom with the promise of cigarettes, showed them a pornographic DVD
and then had sex with them.
Today he was sentenced to three-and-a-half years prison.
Bruno Waina was sentenced to four-and-a-half years prison for 12 counts of sexually
penetrating a child under 13, five of indecently dealing with a child under 13, and two
counts of showing offensive material to a child.
Both men were made eligible for parole and could be freed after serving half their sentences.
Twelve people from Kalumburu have been charged with child sex offences.

Fed: PM says VIctoria won't get special deal on water plan
CANBERRA, April 13 AAP - Victoria will not be offered any more than the other states
have been offered to get them to accept the Murray-Darling basin water plan, Prime Minister
John Howard says.
Mr Howard today said he had been talking to Victorian Premier Steve Bracks during the
week and there appeared to have been some progress.
He said he was surprised to hear today that Mr Bracks wasn't budging.
Mr Howard said the water plan wasn't on the agenda for today's COAG meeting so failure
to reach agreement would not spell its demise.
He said NSW, the ACT, Queensland and South Australia had all agreed.
"It has been left to Victoria and the commonwealth to separately discuss Victoria's
position," he told Southern Cross radio in Victoria.
"We are not going to give Victoria something that we haven't given or won't give to
the other states."
NSW, Queensland, South Australia and the ACT agreed at a special water summit in February
to cede their powers over the Murray-Darling Basin to the commonwealth in exchange for
a huge upgrade of irrigation infrastructure.
Victoria opposed the package but there have been ongoing negotiations with the commonwealth
since the meeting.
Mr Howard said Victoria should sign up because the plan could not proceed without the state.
"It is like a three-legged horse," he said.
"I notice that the National party in Victoria, which has previously been holding out,
has now signed up. I hope the Victorian farmers will now do the same. That is a matter
for them.
"This is a huge opportunity for Victoria."
Mr Howard said talks with Mr Bracks in the week suggested they were making progress.
"I will continually to take him at his word in that private conversation," he said.

Qld: Baby humpback had inflammation of brain
GOLD COAST, Aug 4 AAP - An autopsy has found a baby humpback whale which was put down
after becoming stranded on a northern NSW beach had inflammation of the brain.
Sea World vet David Blyde said the whale's condition, known as encephalitis, was likely
to be the reason behind it stranding on Cabarita Beach on July 18.
"This situation highlights the importance of thoroughly investigating the death of
marine animals in order to continue learning and understanding more about them," Dr Blyde
said.
"In the case of the baby whale, investigations also showed the animal had never suckled.
"The autopsy confirms that euthanasia was the best decision made on behalf of this animal."
About 8,000 humpbacks travel north from Antarctica each winter along the eastern coast
of Australia in search of warmer waters to breed.
A dead female dolphin found at North Stradbroke Island earlier this week was taken to Sea World.
The dolphin, which was heavily lactating, appeared to have suffered an impact to the
head, probably from a boat, and died suddenly.
But a New Zealand fur seal brought to the theme park a fortnight ago has been given
a clean bill of health and is responding well to its new environment.
